Problem

Github Actions is deprecating Node 20 actions.
This PR bumps some GHA actions to their latest available versions, which use Node 24.

I've limited the scope of this PR to actions used by the core-api repo

In a test repository I used the action that's on the 'bump-used-action-versions' branch, and they ran successfully.
