chore: move Biome to 2.5.6 - #75

Aligns with the org's Biome version. The config's `$schema` moves with the pin, because the two disagreeing is the failure this bump is part of clearing: Biome reports it as an `info`, so a build stays green while an editor validates the config against rules the installed Biome does not have.
