fix: compute %s (seconds since epoch) explicitly in pandas-like dt.to_string - #4021

The pure-pyarrow backend also delegates to pc.strftime, which passes %s
through as literal text. Splice epoch seconds in explicitly, mirroring the
pandas-like fix. Also adds the missing ns/us/ms -> s entries to the arrow
backend's timestamp conversion map, which timestamp('s') requires.

…ev#4000) The pure-PyArrow backend's %s support is implemented separately in narwhals-dev#4000, so these tests xfail it here rather than duplicating that fix.
…narwhals-dev#4000) The pure-PyArrow %s fix lives in narwhals-dev#4000; keeping narwhals-dev#4021 scoped to pandas-like as originally designed. Tests xfail pure-pyarrow here.

Limit the Windows skips to affected parameters.
These decorators skip every constructor and format on Windows, including non-PyArrow constructors and the escaped "%%s" case. Scope and document the skips for the affected cases so the others still run.

Hey @Vinayak19112003 I don't think you should implement the same exact logic twice here and in #4000 I didn't have the time to review the logic in detail, but you have at least 3 better options:
If you need an example of how a pyarrow implementation is then called from a pandas-like Series with pyarrow dtype, you can check #4001 I am going to close this one for now |
Description
dt.to_string("%s")on pandas with a PyArrow-backed dtype silently returned the literal string"%s"instead of seconds since the epoch. That path delegates topc.strftime, which does not support the%sdirective and passes it through as plain text - the same root cause as #3983 (the pure-PyArrow backend is handled in #4000). Regular NumPy-backed pandas already returned the epoch value via the platformstrftime, so only the PyArrow-backed variant was affected. This PR splices the epoch values in explicitly for that variant: formats are split on unescaped
%s(new_split_unescaped_percent_shelper,%%-escape aware), each part is formatted withdt.strftimeas before, and pre-computed epoch seconds are concatenated back in. Nulls stay null.Changes
src/narwhals/_pandas_like/series_dt.py:to_stringspecial-cases unescaped%swhen the dtype is PyArrow-backed; adds the_split_unescaped_percent_shelper. It is kept local rather than imported from_arrowso the pandas-like backend never requires PyArrow at import time.src/narwhals/_pandas_like/utils.py:_TIMESTAMP_DATETIME_OP_FACTORgains("ns"|"us"|"ms", "s")so the internaltimestamp("s")works (the public API still only accepts ns/us/ms).src/narwhals/{expr,series}_dt.py: docstring Notes updated.tests/expr_and_series/dt/to_string_test.py:test_dt_to_string_epoch_seconds_series/_exprcovering%s,%s|%s,epoch=%s,%Y-%m-%d %s,%%s, with nulls.Checklist
