Nos3#850 Multiple GDS's

This PR is to add the capability of adding two ground stations into NOS3. This capabliy launches both yamcs and cosmos 4.5 together.

How to test?
Change the nos3 cfg to use the new multiple target build and run with cFS. Verify operations with both 1 GDS and 2 GDSs.

Tested both multiple GDS and single GDS and it works as expected. Reviewed code changes and they look ok.
