Scope Netlify deploy triggers to backend changes

Summary

• add a Netlify build ignore rule so deploys only run for backend-related changes
• include netlify/functions, netlify.toml, package.json, and package-lock.json as trigger paths
• force deploy on first run when CACHED_COMMIT_REF is not available

Result

• frontend-only pushes will not trigger Netlify deploys
• serverless/backend changes continue to trigger deploys
