Task-5 of the Grok batch (Grok correctly bounced it — the pref pane lives in patches/pref-pane/, outside its file scope). Adds a "Shields & updates" section to the Neonwolf (paneLibrewolf) preferences pane: - Block ads and trackers (native uBO engine) — one checkbox flipping the three enforcement prefs (ubo.network + ubo.cosmetic + content.protection.enabled), mirroring the Shields panel's ads category. - Automatically refresh filter lists (neonwolf.shields.lists.autoRefresh) + "Refresh lists now" button (neonwolf.shields.lists.refreshNow) + a live last-refreshed label (observes lastRefresh; epoch SECONDS). - Check for new Neonwolf versions (neonwolf.update.checkEnabled) with a note that updates are notify-only. Wired directly to prefs in librewolf.js (not setting-groups, since the ads toggle is multi-pref and refresh is a one-shot).
