-Added support for variable refresh rate in borderless fullscreen mode (Windows) (new option in Video -> General)
-Improved frame pacing logic to reduce jitter between frames (option to revert to previous behavior in Video -> Advanced)
-Added more video stats to the debug overlay
-Fixed display issues with the debug overlay on some consoles (PCE, GB, etc.)
-Added 2 decimals to the FPS display
