AVD renders `management api http-commands / protocol https`, so a config pushed to a node killed the bootstrap transport on 6021. Bootstrapping the same protocol AVD renders makes a full config replace transport-neutral. Breaking: the Service no longer exposes 6021. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
