makes hypergraphs feature-enabled, since these are still a work in progress. Also pulls in a new dependency (indexmap) for insertion-ordered hashmap/hashset.
hypergraphs are still WIP (and definitely needs some perf-based refactoring), but since this is behind a feature flag, I am comfortable submitting this upstream.
