[Task] Update copilot instructions to include release details #317

Add copilot instructions, review the commits to understand the project and how releases are generated.

All releases must contain "[Release] Increase version to xxx" and must update the required package.json files, the README.md to update the recommended version to be the new version and the CHANGELIST.md.
The Changelist should only include the significant changes and then include a full changelist link, if there is any listed unreleased details in the changelist, include them as is and do not remove / reduce them into the new version.
