Add dependabot-sync[bot] to auto-approve workflow actors

Extends the PR auto-approve workflow to support PRs from dependabot-sync[bot] in addition to existing dependabot[bot] and nev21 actors.

Changes

• Updated .github/workflows/pr-auto-approve.yml line 19 to include dependabot-sync[bot] in the conditional that gates workflow execution
