fix(cards): assign lables and users when creating a card via OCS
3bcd36d 
The OCS card create endpoint took `labels` and `users` but never
applied them, because the assignment loops were commented out in
commit 972c797.

Fixes: #8460

It looks like the query count of the integration tests increased with this PR.
Database query count is now 98829 was 93102 (+6.15%)
Please check your code again. If you added a new test this can be expected and the base value in tests/integration/base-query-count.txt can be increased.
