Summary

Closes #1513

Add an explicit prerequisite on the web based updater page: review and disable all 3rd party apps before opening the updater, then re-enable after a successful upgrade — matching the guidance already in upgrade.rst.

Closing, because this goes the opposite way from #1513. Morris answered there that it isn't needed, as incompatible apps are disabled automatically during the upgrade (#1513 (comment)), and that the existing sentence should be removed rather than repeated.

A PR that drops that sentence from admin_manual/maintenance/upgrade.rst would be welcome and would actually fix #1513.
