[Bug]: Imagemagick preview providers are disabled #62802

Bug description

I've noticed that with version 34.0.2 has the image magic providers disabled by hard coding certain functions to return back false.

As far as I can tell, there doesn't seem to be a reason as to why they were/should be disabled.

I apologize in advance if this was by design and maybe I just missed the closed PR or bug which discusses why they were disabled. However, prudence tells me that these functions were meant to be enabled. If not enabled now, then enabled in the future.

Steps to reproduce

1. Install 34.0.2
2. Attempt to generate a preview for an HEIC image (or some other image magic based provider)
3. Preview generation fails with error message that there is no preview provider for that file type.
