Release 0.15.0, cut with tools/release/cut-release.sh 0.15.0. This is the first cut that applies the engine cut itself (#1079).

   • laterite-ags4-emit 0.20.3 → 0.20.4, for build_ags4: synthesise_metadata (and the TRAN stamp) only work in mode="autofix" #1069.
   • laterite-ags4-validator 0.20.0 → 0.20.1, for Rule 16: should PA lookup ignore case where the edition says ABBR is not case-sensitive? #1033.
   • The workspace floors and every member pin move with them. The facade takes these from the workspace floors, so the published laterite 0.15.0 requires emit ^0.20.4 and validator ^0.20.1 and resolves the fixed crates.
2. release: 0.15.0: the product stamp, 42 files.

What ships

• Changed: synthesise_metadata=True works in every mode, not only autofix (build_ags4: synthesise_metadata (and the TRAN stamp) only work in mode="autofix" #1069). This changes output for callers that passed it with report/strict, so the product takes a minor.
• Changed: a 4.2 Rule 16 error notes when the value matches a declared ABBR code apart from letter case (Rule 16: should PA lookup ignore case where the edition says ABBR is not case-sensitive? #1033).
• Fixed / tooling: the release tooling asks the facade, publishes its stamp and takes a minor for a public-dependency move (release: the coherence check skips the facade, and a public dependency's incompatible move reads as a patch #1073). cut-release.sh applies the engine cut (fix(release): cut-release.sh applies the engine cut before the product stamp #1079).
• Added (docs/CI): the merge cookbook covers four more options (Merge cookbook: document row_order, dict_rows, on_code_case and recode #1053), and the corpus-drift CI job (corpus-qa: run the pyags4-vendor baseline check in CI #1034).

After merge

1. Tags on the merged main: v0.15.0, node-v0.15.0 (gh release create), and wasm-v0.15.0 (git tag --no-sign).
2. Approve the pypi and npm environments.
3. crates.io: the nightly's publish dispatch ships emit, validator and the facade. Or dispatch publish-crates.yml at once.
