Summary

#1679 sat BLOCKED for almost seven hours with every check it showed green. Its head commit had no cla result, and cla is one of the ten required checks: the CLA run for that commit was cancelled before it started.

Every comment on a PR starts the CLA workflow, and the job's if: skips all but the sign and recheck comments. But a run joins the workflow-level concurrency group, cla-<PR number>, when it is created, before that if: is read, and GitHub cancels a group's pending run whenever a newer one joins. On #1679:

  • 21:22:58 UTC: the CLA job for the previous push was created. It waited 5½ minutes for a runner during that evening's burst on the Free plan, then ran for 7 seconds.
  • 21:26:38: the run for the new head commit was queued behind it, pending.
  • 21:28:21: a reply on the PR started a comment run, which evicted the pending run. The comment run's job was then skipped, so nothing ever reported on the head commit.

Re-running the cancelled run unblocked #1679. This PR fixes the cause: a run the job's if: will skip now gets a group of its own, cla-skipped-<run id>, so it can neither wait behind a real run nor evict one. Runs that do work still share the per-PR group as before: every pull_request_target run, and sign or recheck comments on a PR.

The group repeats the job's condition. The new scripts/ci/cla-concurrency.test.ts fails if the two copies stop accepting the same comments.

It is rare: 1 of 344 pull_request_target runs in the last 30 days. The Team plan shortens the queue wait that opened the window, but does not close it.

Type of Change

  • CI / tooling

Non-Negotiables Checklist

  • bun run typecheck passes with zero errors
  • bun run lint passes, Biome format + lint
  • All existing tests pass: bun test scripts/ci plus the CLA and actions-allowlist audits, 314 pass
  • New behaviour is covered by tests: cla-concurrency.test.ts, 3 tests
  • No any types introduced — unknown is used for external data
  • No credentials, tokens, or secret values appear in logs, IPC messages, config, or test fixtures
  • Platform-specific code is behind the PlatformServices abstraction: only CI files change
  • The HITL consent gate has not been weakened, bypassed, or made configurable

Coverage

  • Only a workflow and a test change; scripts/ is outside the coverage floor.

Testing

  • bun test scripts/ci/cla-concurrency.test.ts: 3 pass. Red-proved twice: with the old group restored, all 3 fail; with an extra phrase added to the group's list only, the phrase test fails.
  • Parsed with js-yaml, the folded group: is a single line.
  • bun run preflight:fast passed, including audit:workflow-lint and audit:action-sha-pins.

Notes for Reviewers

  • This PR cannot prove itself. pull_request_target and issue_comment runs use the workflow from main, so this PR's own CLA check still runs under the old group. The fix applies to PRs pushed after it merges.
  • Why not job-level concurrency, which would not need the condition twice: GitHub's docs do not say whether a job skipped by its if: still joins a job-level group. A group of its own is correct whatever the answer is.
  • The six other repos that audit:cla-coverage covers carry the same cla.yml and the same flaw. This changes only this repo's copy.

Summary by CodeRabbit

  • Chores
    • Updated the CLA check workflow so runs that do not meet its execution conditions no longer replace pending qualifying runs. This keeps relevant CLA checks from being displaced by unrelated workflow runs.
    • Added automated checks to verify that workflow grouping and execution conditions stay aligned.

A run the job's if: will skip now gets a concurrency group of its own, so
a comment run can no longer evict the pending CLA run for a new head commit.

📝 Walkthrough

The workflow now groups qualifying CLA runs by pull request number and assigns skipped runs a group keyed by run ID. A Bun test checks the workflow conditions and concurrency settings.

Changes: CLA concurrency

Layer / File(s) Summary
Qualifying runs and regression checks
.github/workflows/cla.yml, scripts/ci/cla-concurrency.test.ts
The workflow uses the CLA job’s event and comment conditions to select pull-request-keyed concurrency groups. Other runs use a run-specific group. Tests check that both conditions match and that cancel-in-progress is false.

Change: Bug fix

Merge Risk: 🔵 Low · up to 123ce

The concurrency fix is mergeable. Strengthening the regression test would help prevent a future skipped comment from cancelling a pending CLA check.

Assert complete classification, not a predicate substring.

The current workflow predicates are equivalent, but a full-predicate substring assertion would still pass if the group added an extra || github.event.issue.pull_request branch. A skipped PR comment could then receive cla-<number> while jobs.cla.if remains false. The test would miss the classification divergence.

Compare the complete normalized predicates, or evaluate both conditions against representative accepted and skipped events.

…est that hung macOS (#1685)

## Summary

Three macOS PR legs since 2026-10-16 took about 30 minutes instead of 5.
In each, a test attempt sat idle until the 25-minute cap, and all three
were stuck on the same test. This PR skips that test on macOS and limits
what the next hang like it can cost.

**The hang.** `packages/cli/src/commands/config.test.ts` has a test that
really spawns the Bun binary as `$EDITOR` through `node:child_process`
and waits for it to exit. On macOS, inside a `bun test --parallel`
worker, a child's exit can go unseen: oven-sh/bun#41024, open since Bun
1.4.0, traces it to a dropped kqueue exit event. The worker then hangs
past Bun's per-test timeout. In all three runs the attempt-1 JUnit
recorded the same 44 tests, stopped at the test just before this one,
and Bun's interrupt message named the file:

- run 38969407327: still running after 1270 s;
- run 38969543608: 1292 s;
- run 39002089029, #1683: 1136 s. That macOS leg took 31 min, and the
whole PR run 36.5.

A healthy run of the whole file takes 0.11 s. This is the same shape
#1680 worked around for `helperRunner`.

**Fix 1: skip that one test on macOS.** It passes `platform: "linux"` to
`runConfigEdit`, so Linux and Windows run the same branch. On macOS it
only exercised Bun's child handling. Its comment says to re-enable it
once the Bun issue is fixed in the version CI pins.

**Fix 2: a silence watchdog in `scripts/ci/test-with-retry.ts`**, so the
next hang of this kind costs minutes, not the cap.
`--silence-seconds=<n>` kills an attempt that has printed nothing for n
seconds. It uses the cap's exit-124 path, which already forces a full
re-run. Under `--parallel`, Bun prints each file when it finishes, so 5
quiet minutes means no worker finished anything. The PR legs and the
push legs now pass `--silence-seconds=300`:

- the slowest healthy file in run 39002089029 took 23 s on macOS and 36
s on Windows;
- a file whose tests time out one after another goes quiet 60 s per
test, so 300 s allows five in a row.

On #1683's macOS leg, attempt 1 would have ended about 11.5 minutes in
instead of 25.

The kill decision is now a pure `killReason()` that the cap and the
silence limit share. An unusable `--silence-seconds` value is a usage
error, not a watchdog quietly dropped.

## Related Issue

None upstream here; oven-sh/bun#41024 is the Bun bug. Found while
measuring #1683's run, the first PR run after the Team plan upgrade.

## Type of Change

- [x] CI / tooling

## Non-Negotiables Checklist

- [x] `bun run typecheck` passes with zero errors
- [x] `bun run lint` passes, Biome format + lint
- [x] All existing tests pass: `bun test scripts/ci
scripts/preflight.test.ts`, 276 pass, and `config.test.ts`, 46 pass on
Windows
- [x] New behaviour is covered by tests: 7 new in
`test-with-retry.test.ts`
- [x] No `any` types introduced — `unknown` is used for external data
- [x] No credentials, tokens, or secret values appear in logs, IPC
messages, config, or test fixtures
- [x] Platform-specific code is behind the `PlatformServices`
abstraction: only CI files, one test and docs change
- [x] The HITL consent gate has not been weakened, bypassed, or made
configurable

## Coverage

- [x] No gateway or CLI source changes; `scripts/` is outside the
coverage floor.

## Testing

- `test-with-retry.test.ts`: 38 pass, 7 new. They cover `killReason` at
and around both limits, `main` handing both limits to every attempt, and
the refusal of `0`, `-5` and `soon`. Red-proved: a `killReason` that
never returns `silence` fails the hung-worker test, and dropping the
refusal fails the usage test.
- End to end with real processes on Windows: a test that prints a line
and then blocks its thread was killed after 3 s of silence on both
attempts, exit 124 in 8 s. A test that prints every second for 5 s,
under the same 3 s limit, exited 0 and was never killed.
- `bun run preflight:fast` passed.

## Notes for Reviewers

- The cap is now checked once a second instead of by a one-shot timer.
- Five more test files spawn real children through `node:child_process`.
None hung in the 125 macOS and Windows legs since 2026-10-16 12:00 UTC,
so they are left alone. If one starts, the watchdog bounds it, and the
flaky-tests issue names its file under `(worker crashed)`.
- The Bun issue proposes `BUN_FEATURE_FLAG_FORCE_WAITER_THREAD=1` as a
diagnostic. It might fix the whole class, but nothing confirms that yet,
so it is not used here.
