Summary

On macOS and Windows, a push to main ran the integration and e2e trees twice. They ran once inside the unit job, whose command is the whole repo: bun test packages/gateway packages/cli scripts --parallel. They ran again as three jobs of their own, Integration, E2E Gateway and E2E CLI, one process at a time. This PR drops the second copy on those two OSes. Ubuntu keeps the three jobs: they are PR gates there, and the Linux integration job also builds and exercises the real sandbox helper.

Why now:

  • On macOS the queue is the bottleneck in a burst, and the Team plan does not change that. GitHub allows 5 concurrent macOS jobs on every plan below Enterprise. A push ran 6 macOS jobs, and 3 of them were these. At 04:21 UTC today, right after three merges, 5 macOS jobs were running and 6 more were queued, two PR runs' macOS legs among them, while only 20 jobs were running in total.
  • They caught nothing the unit job missed. In 124 push runs from 2026-09-17 to 2026-10-17 they failed 6 times, all on Windows. Each time, that run's Windows unit job was green on the same files. The failures were toolgen-draft-e2e twice at the same line, demo-flag.e2e killed by a timeout signal with exit 143, and three exits with no failing test reported. On macOS they never failed. Each failure turned main red, because these jobs have no retry. The unit job retries a failed file once, and since ci: keep one "Flaky tests on CI" issue listing the tests a retry masked #1681 those retries are listed in the nightly flaky-tests issue.

After this, a push runs 3 macOS jobs: Unit + Coverage, Static, and Rust/Tauri.

What keeps it safe: a new block in scripts/ci/cross-platform-parity.test.ts reads the three jobs' bun test paths. It fails unless every one sits inside a path the macOS/Windows unit command names. It fails if that command gains any of Bun's filter flags: -t, --grep, --changed, --only, --shard or --path-ignore-patterns. It also checks that only the push matrix turns the jobs off, only on macOS and Windows, and that the input defaults to true, which the PR gate and release.yml rely on. Red-proved by turning the jobs off on every OS, narrowing the unit command to packages/gateway/src, adding each kind of filter flag, flipping the default, and setting the input in release.yml.

What is given up: a serial, one-process run of those trees on macOS and Windows. The unit job runs each file in its own worker, so cross-file interference that shows up only on those OSes would no longer surface after a merge. Linux still runs those trees serially.

Also: the six job names come out of docs/structure-audit/ci-latency-baseline.json, as the removed coverage jobs did in #1676. The CI-gating paragraph in CLAUDE.md and GEMINI.md now says where those trees run.

Related Issue

None. This is the second lever from the CI-speed work. The Team plan raised the total job limit, but not the macOS one.

Type of Change

  • CI / tooling

Non-Negotiables Checklist

  • bun run typecheck passes with zero errors
  • bun run lint passes, Biome format + lint
  • All existing tests pass: bun test scripts/ci scripts/ci-latency scripts/preflight.test.ts scripts/structure-audit, 1419 pass
  • New behaviour is covered by tests: 3 new tests in cross-platform-parity.test.ts
  • No any types introduced — unknown is used for external data
  • No credentials, tokens, or secret values appear in logs, IPC messages, config, or test fixtures
  • Platform-specific code is behind the PlatformServices abstraction: only CI files and docs change
  • The HITL consent gate has not been weakened, bypassed, or made configurable

Platform equality is unchanged. Every test file still runs on all three OSes on every push, and the PR legs are untouched.

Coverage

  • No source files change. The baseline edit removes only the six dropped jobs.

Testing

  • bun test scripts/ci/cross-platform-parity.test.ts: 14 pass, 3 of them new.
  • The three red-proofs above each fail the new test aimed at them. The narrowed command also fails four existing parity tests, as it should.
  • bun run preflight:fast passed.

Notes for Reviewers

  • The first push after merge is the check. Its macOS and Windows legs should show Unit + Coverage and Static, plus Rust/Tauri, and no Integration or E2E job.
  • Static stays on all three OSes. It never failed on macOS or Windows in those 124 runs either, but nothing else runs its per-OS bun run build and audits on a push.

Summary by CodeRabbit

  • CI
    • macOS and Windows push checks now run integration and end-to-end tests as part of the whole-repository unit job instead of as separate jobs. Ubuntu continues to run those tests separately.
    • The shared test workflow now provides a setting to control whether integration and end-to-end jobs run; it is enabled by default.
  • Documentation
    • Clarified when cross-platform and desktop end-to-end checks run.

…and e2e trees

The unit job's whole-repo run already collects those files on both OSes; a parity
test now fails if it ever stops.

📝 Walkthrough

The reusable test workflow adds a switch for separate integration and E2E jobs. The push matrix enables those jobs on Ubuntu and disables them on macOS and Windows. A parity test checks that the unit command covers the affected test paths.

Changes: Cross-platform CI test gating

Layer / File(s) Summary
Configure integration and E2E job gating
.github/workflows/_test-suite.yml, .github/workflows/ci.yml, docs/structure-audit/ci-latency-baseline.json
The reusable workflow adds a boolean input that gates the integration and E2E jobs. The push matrix enables it only on Ubuntu. The latency baseline removes the macOS and Windows entries for those separate jobs.
Check test-path coverage and document CI behavior
scripts/ci/cross-platform-parity.test.ts, CLAUDE.md, GEMINI.md
The parity test checks that the push-leg unit command covers the paths used by the separate jobs and has no path or test-name filters. The CI documentation describes test placement and desktop E2E conditions.

Change: Other

Merge Risk: ⚪ Minimal · up to 31143

The change skips duplicate integration and E2E jobs on macOS and Windows push runs. Their test paths stay covered by the unit command, and the parity tests guard that coverage. No concrete merge-blocking risk remains.
