{darwin,nixos}/community-builder: add user chpatrick

Hi, I'd like to request access to the community builders to debug a test failure that only seems to happen on Ampere machines with a lot of cores (like Hydra): NixOS/nixpkgs#524173

We don't really have specific rules for allowing access to these machines but it is basically limited to people who are well known in the nixpkgs/nixos/etc community, is there somebody who is known (e.g. nixpkgs committer) who can vouch for you?

@nh2? Also if possible I would like access to the darwin builder as well because there are some darwin test failures too for colmap and I don't have a suitable machine.

I am nixpkgs committer (for probably close to 10 years by now) and can vouch for @chpatrick and his trustworthiness regarding infra security. I know him for 15 years (4 from university, 10 from founding a nix-using startup together).

~40 nixpkgs PRs over ~9 years.

TBH we usually expect people to be more active contributors before granting access ...
