Summary
Cursor Agent がコミット・PR 作成時にスキルを経由せず直接コマンドを実行したり、リポジトリの PR テンプレートを無視する問題があった。グローバルルールでスキル利用とテンプレート優先を明示し、使わないスラッシュコマンド定義を削除して一本化する。
Changes
Agent のグローバルルールにスキル必須・テンプレート優先の方針を追加し、重複していたスラッシュコマンドを廃止した。
