Adds the new Simfile GA4 stream to the landing page and Starlight documentation through shared static-build configuration. It also excludes the noindex city lab from the sitemap.
Validation:
cd website && npm run build; verified one loader/config pair on every non-lab HTML output and no city-lab sitemap entry.
