Keeps admin's CLI_VERSION references (package.json, cli-version.ts, Dockerfile ARG/ENV/LABEL) in step with the cli v1.3.6 patch release so cli's release.yml admin-lockstep preflight and the repo-wide Version Lockstep check both pass.

Keeps admin's CLI_VERSION references (package.json, src/lib/cli-version.ts, Dockerfile ARG/ENV/LABEL) aligned with the cli v1.3.6 patch release. Version string bump only — no functional change. Needed so cli's release.yml admin-lockstep preflight and the repo-wide Version Lockstep check pass when the v1.3.6 tag is cut.
