Admin half of the CLI v1.4.0 lockstep bump (package.json, cli-version.ts, all three Dockerfile version carriers, and both .github/wiki/Home.md version strings).
Applied via cli/scripts/bump-version.sh, never hand-edited. The wiki strings are not in that script's file list — admin's own pre-commit lockstep hook caught them, and they are bumped in the same commit as the rest.
