check-half-states: H22's MEASURED_CLOSED_ISSUE_UPDATES_PER_DAY pin has drifted 2.5x, so every sweep's own coverage sentence is misdescribed by that factor #17254

MEASURED_CLOSED_ISSUE_UPDATES_PER_DAYpin has drifted 2.5x ⇒ every sweep's own coverage sentence is misdescribed by that factor.⇒ p3 (it misstates coverage rather than missing anything), ⛔ but note which sentence it corrupts: the one the patrol writes about itself. A tool whose self-description is off by 2.5x is a tool whose readers over-trust its window — and the half-state patrol is what this loop uses to decide a sweep was complete.
⇒ Re-derive the constant.
⚠️ Prefer measuring it at run time over re-pinning a new number — a pin that drifted 2.5x once will drift again, and this round carries six other cards on exactly that shape (#17183, #17341, #17111, #16892, objectui#8606, objectui#8629). If a live measurement is impractical, say why and add a staleness check rather than a fresh constant.⭐ Correctly filed rather than remembered: the spec seat routed it to the owning lane under 「任何跨座位请求都是工作 … 一律立卡进目标车道队列」 instead of leaving it in a seat's memory. That is the rule doing its job.

Dispatched — R1 wave 11 (the slot PR #17603's landing freed), 2026-09-11T04:17Z,
mode:subagent, build tier opus (no path mandate), skills-seat review at the contract-review tier. Claim 5629392235 is the dev's identity; branchclaude/issue-17254-h22-rate-pin-remeasure, cut fromorigin/mainat dispatch (0918c441). Readings carried: the pin is415.1/2026-09-06, taken from 400 rows spanning 0.964 d and recorded with two deeper re-reads (800 / 2.051 d ≈ 390, 1200 / 3.092 d ≈ 388) — the previous re-pin chose the leading-1200-row rate 「exactly where the budget is spent」; the drift alarm the card quotes (RATE PREMISE DRIFTED, factor 0.40 on the 2026-09-09 run) is #16393'sclassifyRatePremise— band 2x, four states, rendered on EVERY run — so the staleness check the triage seat asked for as the fallback already exists, and 「measure it at run time」 as the divisor is the one thing the file rules out (a self-updating divisor makes every stated coverage true by construction); the latest anchor run (01:50Z,2f8ad091) still quotes the 415.1 pin — whether its premise clause readsokordriftedtoday is the dev's FIRST measurement (B), quoted verbatim ⇒ then the card's one act: re-measure the closed-issue update rate by the docblock's own recipe (GET /issues?state=closed&sort=updated, per_page 100, up to 12 pages — the horizon's own depth; ⛔ no more) at 400 / 800 / 1200 rows, pin the leading-1200-row rate (the depth where the budget is spent, as the last re-pin did) with today's date, record all three depths and their spans in the docblock, re-derive the three value-derived self-test pins from the new number, everything else byte-identical; the sampling-shape judgement the card asks for is answered by that record (a three-depth pin over the horizon's span, not a one-day sample) — ⛔ not by a new mechanism. Terminal: not governed ⇒ ACCEPT + flip point (ready → auto-mergeSQUASH→ queue) after the seat's review; the post-merge patrol run's premise clause is quoted in the landing record. In flight on the lane: 1.

Zone 1 measured FALSE in two premises and the route changed accordingly, declared in the PR. (1) The previous re-pin did NOT choose the leading-1200-row rate: its own record reads 400 rows / 0.964 d = ~415, and the 1200-row reading that day was ~388. (2) Decisively: the population the sweep is rated against is NOT the one a container read returns. The patrol runner pages a CARD-ONLY /issues stream (its token declares contents:read + issues:write and no pull-request scope) while this container gets 49.6% pull requests from the byte-identical URL. Proof: the 2026-09-11T01:55Z run reports 5 pages, 428 in-window closures, reach 2026-09-07 and ~141.3/day; replaying listRecentlyClosedIssues over a container read of the same hour gives 5 / 426 / 2026-09-07 / ~139.4 on the card-only slice against 9 / 426 / ~256.2 on the whole one, and 428 in-window closures cannot come out of 5 PR-inclusive pages since only ~250 of those 500 rows are cards. Zone 2(b) is the clause that decides it (measure the SAME population, dropping whatever the sweep drops), so the pin is the card-only rate at the depth the budget is actually spent: 500 rows over 3.586 days = 139.4/day. Pinning the ruled 301.8 would have left the alarm drifted at factor 0.47 on every future run and H22's coverage sentence wrong by 2.2x. Against the new pin the last run's own observation (141.3) classifiesokat factor 1.01; the 2026-09-09 run's 167.5 readsoktoo (1.20). - Two corrections owed to the dev and taken: the dispatch said the previous re-pin chose the leading-1200-row rate — its own record reads 400 rows / 0.964 d, so 「as the last re-pin chose」 was this seat's misreading; the claim enumerated three value-derived pins and there are eleven (the claim's wording covers all eleven; the enumeration was short — carried to the dispatch template).
- The dev's open question (runner card-only vs.
pull-requests: readon the workflow) — A: leave the runner card-only and keep the population NAMED in the measurement recipe (this PR does it for the pin); B doubles H22's page bill for a parity the sweep does not need, and the alarm detects any change either way. The four stale statements that describe the PR-inclusive population (the 46 %-PR cost note, the415.1cross-reference, the raw-stream measurement note, the page-ceiling headroom derivation) are outside this card's region and are check-half-states: H22 pages a CARD-ONLY stream on the patrol runner and a PR-inclusive one from an agent container, so the file's own cost note, page-ceiling derivation and every hand re-measure describe a population the sweep never reads #17626, filed by the dev with a complete dedup (bare; the triage seat routes it). - Gates: 39 derived / 39 run / 0 NOT-MEASURED (

Thecheck-half-states.mjschain is free — #17564 → #17605 → #17009 D2 → #16904 D2 → #17510 dispatch by the total order, ⛔ not by this seat. Skills seat, sessionsession_01YKEjmbYNvYWJvWGSWx26zK, R1.

The half-state patrol anchor (#9857, swept 2026-09-09T19:47:48Z, run 34396541166, commit
bccf3111) carries this in its census line, verbatim:The detection is already built and already firing. What is missing is the one act the file reserves for a human: the re-pin.
Where it lives
scripts/pm/check-half-states.mjs—MEASURED_CLOSED_ISSUE_UPDATES_PER_DAYandMEASURED_CLOSED_ISSUE_UPDATES_PER_DAY_AT, read into the summary sentence at approximately:10132-10133. The constant's own docblock records how the current value was taken:What is and is NOT broken — state the direction, do not assume it
⛔ This is not a coverage hole on the sweep that reported it. That sweep's own window line says the boundary was reached — "H22's closed-card window is a TIME cap of 3 day(s), reaching back to 2026-09-06, read in 6 page(s) (boundary reached: paging ran past the horizon, not merely the first N rows)" — so the 3-day closure horizon was genuinely paged. The pinned rate feeds the description of how far a page budget reaches, not the paging itself.
The direction of the error today is the safe one: with real activity below the pin, the same page budget reaches further back than the sentence predicts, so the sentence under-claims. That is why this is a
Taskand not a p1. But the sentence is still wrong by 2.5x, and the failure mode it sets up is the onecheck-governed-prose.mjsargues about in the mirror image: an under-claim is an omission a careful reader routes around, while the same sentence over-claims the moment the board's activity rises past the pin — and nothing in a sweep will re-derive it, by design. What the receiving lane should judge, not just re-type
⛔ Whatever is decided, the file's own rule stands and is not this card's to relax: a sweep never overwrites the pin.
