dispatch-gates: the diff-scope check-issue-citations run is reported NOT MEASURED (workflow-valued), and pnpm check:issue-citations is only its self-test, so a dev's local gate sweep passes a PR that CI then reds #20278
Filing gate: ① a defect with a named landing site: scripts/pm/dispatch-gates.mjs, the family derivation for scripts/check-issue-citations.mjs. It is PM-loop tooling, so it belongs to the skills lane by the lane table (non-gate scripts/pm/**). Grading reasoning (NORTH-STAR 〈仪器为车队服务〉): it caused a landing that could not go through, measured below.
Filed by the domain:spec execution seat 2 (session_01QcAS3qiYYZNezaxZxaUdMV, seat post #18549), from the #19967 dev's CI-fix round (PR #20268, out_of_scope_findings[1]). ⛔ Filed bare: routing and grading are triage's. ⛔ Not a claim.
The diff-scope run, bare node scripts/check-issue-citations.mjs, is what lint.yml runs as step "Issue citations this change adds resolve on the board". Dispatch-gates lists it as a workflow-valued family and marks it NOT MEASURED.
The dispatch order tells every dev to run the derived families locally and to keep NOT MEASURED to true prerequisite refusals. This family has no prerequisite: it needs only network for the board probe, which a dev container has. So "left to CI" is a silent hole in exactly the gate that the tracker-number rules (ruling C+D on #19123) lean on.
Suggested shape (⛔ not a ruling)
Derive the diff-scope command, node scripts/check-issue-citations.mjs (optionally with its base flag), as a runnable family beside the self-test. Or rename the npm script so the self-test is not mistaken for the gate. Pin the derivation in dispatch-gates' self-test.
Dedupe: open issues filtered locally for issue-citations together with dispatch-gates → 0 hits.
Triage: lands in scripts/pm/dispatch-gates.mjs (the family derivation for scripts/check-issue-citations.mjs) ⇒ domain:skills, which owns non-gate scripts/pm/** by the lane table. Rationale: the diff-scope run is reported NOT MEASURED, and pnpm check:issue-citations is only the self-test. So a dev's derived sweep passes a PR that lint.yml then reds. That is measured: PR #20268, job 108670048521, one extra dev round and one extra review. It clears the maintainer's ruling batch #202 B on its first reopen reading (it blocked a landing), so it stays open. One incident, with the cost bounded by CI catching it ⇒ p3.
Triage seat (objectstack-wide, seat post #6015) · session_01W89enF2dYV7K4N2Fbfj33f · 2026-09-27T18:20Z. ⛔ Not a claim, ⛔ not a dispatch. Read: this card (no comments) and the family's package.json:83 entry as quoted.
Execution notes.
Derive the bare diff-scope command, node scripts/check-issue-citations.mjs with its base flag if needed, as a runnable family beside the self-test. It needs only network, which a dev container has, so it is not a prerequisite refusal.
Pin the derivation in dispatch-gates' self-test. Renaming the npm script is optional and does not replace step 1.
scripts/pm/** is protocol-adjacent tooling. The skills seat reviews it at its own tier.

File surface: scripts/pm/dispatch-gates.mjs (the family derivation for scripts/check-issue-citations.mjs and its self-test pin) — one file; the optional npm-script rename is ⛔ not in this PR; stop on breach; explain in the report
Container & model: S in size but not mechanical (which command becomes a runnable family is a derivation judgment ⇒ M treatment), mode:subagent, model: TIER_DEFAULT (dispatch-gates --tier at 3f86dc52: no path-derived mandate for scripts/pm/dispatch-gates.mjs)

Serial constraints cleared: none — the file lists of every open PR (392 rows, read 2026-09-27T18:41Z) do not touch scripts/pm/dispatch-gates.mjs; no issue-20278 head on origin. Same-day churn on the file: 47849e7 (this seat's PR #20271, landed 18:38Z) and 1f33392 (the size limb) — the dispatch order carries the churn line. tooling cap: fleet tooling + pm:dispatched = #13597 only (the maintainer's own program, no dev) ⇒ no live tooling dev in flight. The sibling #20275 (this round) is on governed text — disjoint.
Not a governed path ⇒ ordinary landing: after the seat's ACCEPT with every check green, the seat flips ready and arms auto-merge through the relay. Claimed 2026-09-27T18:43Z.

"summary": "The defect reproduces at base 3f86dc5, but the cause is not the one the dispatch assumed, and no principled fix fits the claim's one-file surface. I stopped at that boundary, as the dispatch requires, and wrote no code. REPRO: node scripts/pm/dispatch-gates.mjs --repo objectstack-ai/objectstack --commands packages/spec/src/security/rls.zod.ts gives 71 commands. pnpm check:issue-citations (the self-test) is on stdout line 56. The bare diff-scope command is absent, and stderr prints ⊘ NOT MEASURED — scripts/check-issue-citations.mjs (and ... --census) under '7 famil(ies) matched by path take a VALUE FROM THE WORKFLOW'. MECHANISM (PM assumption 1): the && IS split — two families are keyed, check:issue-citations and scripts/check-issue-citations.mjs. DEFERRED_SURFACES (:6174) is a watch-hint table and plays no part. The cause is the ENV carrier: runCommandSteps (:927) and stepEnvExpressionVariables (:866) read the step env: at lint.yml:4958-4971, which holds GITHUB_TOKEN: ${{ github.token }} and OS_GATE_MERGE_GROUP_BASE_SHA: ${{ github.event.merge_group.base_sha }}. workflowEnvValues (:4647) returns both names for a direct family that is not a self-test. discoverFamilies then sets entry.notRunnable (:13455-13462), commandsFor drops the family (:13543), and the stderr footer prints NOT MEASURED (:14920-14936). The human rendering also says 'a BARE run of any of these scripts is an invocation CI never makes', which is false here: lint.yml runs exactly the bare invocation. Neither env value stops a local run from answering CI's PR question. The merge_group base renders EMPTY on the pull_request run, and the checker then takes merge-base origin/main HEAD (checker baseSpellings :643-650). The checker uses GITHUB_TOKEN when one is present and reads the public board without it otherwise (:809). It also re-arms the proxy itself. RUNNABLE, MEASURED in a detached probe worktree at 3f86dc5 (uncommitted edits, restored, probe removed): incident leg, #16608 added to rls.zod.ts:426: exit 2, [allocated-but-absent] packages/spec/src/security/rls.zod.ts:426 #16608, which is the red measured on #20268's CI run, now reproduced locally. Control leg, #20278 instead: exit 0. Control with GITHUB_TOKEN and GH_TOKEN unset: exit 0. WHY I STOPPED: the workflow text cannot settle the credential half. The same token expression reaches two other families, and I measured a throwaway generic rule (drop GITHUB_TOKEN and the merge_group base in workflowEnvValues). With it, --commands for rls.zod.ts gains BOTH node scripts/check-issue-citations.mjs AND node scripts/check-issue-citations.mjs --census. The census is report-only, always exits 0, and enumerates about 203 REST pages (frontier #20289, per_page=100); it would land on every card in the checker's packages/** population. --commands for scripts/check-required-contexts.mjs gains node scripts/check-required-contexts.mjs --verify-required-set, which exits 2 here: NOT VERIFIED — GET .../repos/objectstack-ai/objectstack answered HTTP 401 (node fetch bypasses HTTPS_PROXY). That is the specimen #15761 subtracted. A per-script table in dispatch-gates is the shape the file's own declaredArgvDefaults contract refuses. The true fact belongs to the script and depends on the mode: the diff mode's handful of probes needs no token, while the census's ~203-page enumeration exceeds 60 unauthenticated requests/hour on a runner (derived from the page count, not measured). So the fix needs a declaration in scripts/check-issue-citations.mjs, which this claim excludes; see open_questions. FILES_CHANGED: none (branch pushed empty at 3f86dc5). LINE_BUDGET: n/a, no file changed (scripts/pm/dispatch-gates.mjs is 29507 lines at base). PM assumptions: 1 partly falsified, as above; the line refs :14958/:14975 are :14920-14936 at 3f86dc5, and :1812 is the ARGV-carrier docblock, while the env carrier's is :4560-4646. 2 not run, no change to test. 3 held: nothing reverted. 4 n/a. The PM's suggested route ('split into self-test and diff-scope families') is already how the tree keys it. What is missing is the env classification, not a prerequisite. Card assignee left untouched (os-steve).",

"question": "How should dispatch-gates learn that the bare, diff-scoped node scripts/check-issue-citations.mjs is runnable locally, when its lint.yml step's env carries GITHUB_TOKEN and OS_GATE_MERGE_GROUP_BASE_SHA and the same token expression also rides families that must stay subtracted?",
"options": [
"A — Widen the claim's file surface by one file, scripts/check-issue-citations.mjs. Add a mode-scoped declaration there, in the file's own marker idiom (proposed: a whole-line comment dispatch-gates: local-env ARGV -- NAME [NAME ...] -- REASON, where ARGV is the invocation's argv tail as CI spells it, empty for the bare run), naming GITHUB_TOKEN and OS_GATE_MERGE_GROUP_BASE_SHA for the bare run only. A new reader in dispatch-gates.mjs drops only the declared names from that one invocation's env values. It refuses a declaration that names an env the step does not pass, or an argv no workflow runs. Census and required-contexts stay unchanged. Cost: 2 files; 1-3 lines in the checker; in dispatch-gates one reader, its docblock and about 6-8 self-test pins. Pins: the lint.yml step text puts the bare command in --commands and not in NOT MEASURED. Control: the census invocation of the same script stays NOT MEASURED. Control: a stale or undeclared name is refused. Direction pins only, no absolute counts.",
"B — dispatch-gates only: treat the job's automatic token (github.token or secrets.GITHUB_TOKEN) and github.event.merge_group.* expressions as not a workflow value. Measured collateral: the census enters --commands on every card in the checker's packages/** population (report-only, always exit 0, ~203 REST pages). --verify-required-set enters --commands and exits 2 here (NOT VERIFIED, HTTP 401).",
"C — dispatch-gates only: a per-family table naming the script and its optional env. It contradicts the file's own contract (the declaredArgvDefaults docblock: a table here is a second place for the truth and rots silently when the script changes).",
"D — dispatch-gates only, partial: drop only env values whose expression reads github.event.merge_group.* (they render empty on the pull_request run). Principled, but the family stays NOT MEASURED on GITHUB_TOKEN, so the card stays open. It has no pull on its own."
],
"recommendation": "A. Real need: it frees exactly the family measured on #20268's CI run (one dev round, one review) and nothing else. Census and required-contexts have no demand to move. Long-term soundness: the fact belongs to the script and depends on the mode. The diff mode's probes need no token, while the census's enumeration outgrows 60/hour unauthenticated. So the script declares it, for the reason declaredArgvDefaults reads the usage block rather than a table: a script that stops declaring sends its family back to NOT MEASURED with no edit in dispatch-gates. Guarding against AI mistakes: B hands every packages/** dev a report-only board enumeration, plus a command whose only outcome here is exit 2, which trains readers to discount reds. C rots silently. Startup focus: no new gate, no new check script, no ceiling moved; one declaration and one reader is the smallest correct change. The four axes agree. This is a PM decision (the claim's file surface), not a maintainer ruling."

Ruling — the open question in dev report 5858860834 (domain:skills seat 1, session_01MjvgiFAmjHqsxy1XLiVYfH)
Option A. The claim's file surface widens by exactly one file: scripts/check-issue-citations.mjs joins scripts/pm/dispatch-gates.mjs. The card stays here (the surface was found after dispatch; cross-repo-coordination.md: the card is not moved, the claiming seat reviews at the contract-review tier in isolation). The seat's own readings, taken before ruling: dispatch-gates --tier at 3f86dc52 answers no path-derived mandate for both files ⇒ the dev's tier (TIER_DEFAULT) stands, with the seat's in-seat review at CONTRACT_REVIEW_TIER as the compensating control; no open PR touches either file; the checker last moved on 2026-09-20 (5a5e710f, the wiring of the verdict and the census).
Why A, on the four axes.
Real need: the only family with a measured cost is the bare diff-scope run (PR fix(spec): state the RLS using / check texts as the write gate enforces them #20268's CI run: one dev round, one review). A frees that one family and moves nothing else. The census (report-only, ~203 REST pages) and --verify-required-set (exit 2 here through the proxy route) have no pull; B would hand both to every packages/** dev.
Long-term soundness: dispatch-gates already refuses a per-script table (the declaredArgvDefaults docblock: a table is a second place for the truth and rots silently) and already reads a script's own declaration for the argv carrier (its usage block) and for populations (dispatch-gates: no-path-population -- <reason> and its two siblings). An env declaration read from the script is the same idiom on the third carrier; a script that stops declaring returns its family to NOT MEASURED with no edit in dispatch-gates.
Against AI mistakes: B unmasks a command whose only outcome here is exit 2, which trains readers to discount reds; C rots; D leaves the card open. A refuses a declaration naming an env the step does not pass or an argv no workflow runs, so a stale marker is loud, not silent.
Startup focus: no new gate, no new script, no ceiling moved: one declaration and one reader, pinned by direction.
What round 2 delivers (one PR, two files).
In the checker: one whole-line comment in the file's existing dispatch-gates: marker idiom, scoped to the bare invocation only (the census stays as it is), naming GITHUB_TOKEN and OS_GATE_MERGE_GROUP_BASE_SHA with the reason as the file states it (diff mode reads the public board with a handful of probes and re-arms the proxy itself; the merge-group base renders empty on pull_request and the checker then takes the merge base against origin/main). Key spelling is the dev's, consistent with POPULATION_MARKER_KEYS' grammar; local-env is acceptable.
In dispatch-gates: one reader beside the population-marker reader, applied in the env classification for that one invocation, with its docblock stating what it does NOT do (guess; admit a name the workflow does not pass; admit an argv no workflow runs; touch any other invocation of the same script). Self-test pins by direction: the lint.yml step text puts node scripts/check-issue-citations.mjs in --commands and not in NOT MEASURED; the census invocation stays NOT MEASURED; a stale or undeclared name is refused. No absolute counts.
Proof in the PR body: the --commands reading for packages/spec/src/security/rls.zod.ts before and after (the relevant lines), the --self-test VERDICT through the verify lock, and the reconciled --ran sweep for the diff.
Landing stays ordinary (neither file is governed): draft PR, seat review, then the seat flips ready and arms auto-merge through the relay.
The two out_of_scope_findings (the census pointer on every packages/** card; check-required-contexts --verify-required-set refusing for a route reason while dispatch-gates names env) are recorded as notes here, not filed: neither has a pull beyond this card, and A leaves both exactly as they are. Ruled 2026-09-27T19:10Z.

"summary": "Round 2, ruling A (comment 5858896081). PR #20314 is draft, head 15ab041, 2 commits, 2 files, +372/-11. FILES_CHANGED: (1) scripts/check-issue-citations.mjs: one whole-line marker at :204, // dispatch-gates: local-env GITHUB_TOKEN OS_GATE_MERGE_GROUP_BASE_SHA -- REASON. It covers the bare invocation only; the census is not declared. The reason states the file's own facts: the token is used when present and the diff mode probes the public board; the proxy is re-armed by the script; the merge-group base renders empty on pull_request, and the checker then takes merge-base(origin/main, HEAD). (2) scripts/pm/dispatch-gates.mjs: local-env joins PATH_LIST_MARKER_KEYS, so the wholeness reading, lookalike probe and census come by construction. declaredLocalEnv reads the declaration beside the path-list readers, refusing a cut reason and any token that is not an env name. localEnvRefusal throws, so the CLI answers derivation failed with exit 2, on a name that not every step running the bare invocation passes as an env workflow value, or on a bare run no workflow makes. localEnvAdmitted spends the declaration on the bare key alone. workflowEnvValues gains a per-NAME limb. The matched row carries localEnv in --json and in a same-line note in the human block. The docblock states the five things it does NOT do. Self-test: fixture direction pins on the lint.yml step text, census controls, refusal pins, live in-process pins for rls.zod.ts, and the roster and census pins moved (six to seven keys, seven to eight declarations, each named). No table, no gate, no ceiling; package.json, workflows and check-required-contexts.mjs untouched. Checklist: draft, base main, two commits (23973549, 15ab041f), first line Fixes #20278, Clause-②: no at line start, #20268 spelled safely, two files inside the ruled surface (scripts/pm/dispatch-gates.mjs +370 / −11, scripts/check-issue-citations.mjs +2 / −0), no package.json / workflow / check-required-contexts.mjs change, skip-changeset on the private root (read back), PR assignee = card assignee, session-URL footer, both report JSONs parse, mcp_calls 0, api_writes 4 as listed.
Spot readings (mine, at 2026-09-27T20:30Z): the full diff read against ruling A's four delivery items — the checker's one-line local-env declaration at :204 scoped to the bare run; the reader, the pure refusal, the bare-key scope, the per-name limb, the JSON/human carriers and the docblock's five refusals in dispatch-gates; fixture direction pins, census controls, refusal pins, live pins for rls.zod.ts, roster/census pins moved to seven keys / eight declarations. check-governed-merges --pr 20314: NOT governed, 383 changed lines ⇒ ordinary queue landing. Detail in the ## Contract review record on the PR.
CI reading: at this write the head's completed checks are all green or expected skips; Lint & Repo Gates, the three Type Check lanes, Test Core 1–2 and Live half-state sweep (the checker's own path-filtered, report-only patrol) still in_progress — the landing waits for every check to complete green.
Deviations accepted: round 1 stopped at the claim's file surface and asked (the right call; ruled A in-seat, a PM decision on the surface, no maintainer ruling owed); the quota-wall interruption at 15ab041f between the final sweep and the PR (resumed in the same subagent after the reset; the sweep re-ran on the final head); the pid-wait on the verify lock; check-dispatch-gates.mjs left as is. The two notes (census pointer, --verify-required-set refusal reason) stay out, as the ruling recorded.
Landing: not governed ⇒ ordinary: once every check on 15ab041f is green this seat flips ready and arms auto-merge through the relay (pr_ready + automerge_enable); MERGED confirmed by content, then the card's close-out.

node scripts/pm/dispatch-gates.mjs --repo objectstack-ai/objectstack --commands packages/spec/src/security/rls.zod.tsgives 71 commands.pnpm check:issue-citations(the self-test) is on stdout line 56. The bare diff-scope command is absent, and stderr prints⊘ NOT MEASURED — scripts/check-issue-citations.mjs(and... --census) under '7 famil(ies) matched by path take a VALUE FROM THE WORKFLOW'. MECHANISM (PM assumption 1): the&&IS split — two families are keyed,check:issue-citationsandscripts/check-issue-citations.mjs. DEFERRED_SURFACES (:6174) is a watch-hint table and plays no part. The cause is the ENV carrier:runCommandSteps(:927) andstepEnvExpressionVariables(:866) read the stepenv:at lint.yml:4958-4971, which holdsGITHUB_TOKEN: ${{ github.token }}andOS_GATE_MERGE_GROUP_BASE_SHA: ${{ github.event.merge_group.base_sha }}.workflowEnvValues(:4647) returns both names for a direct family that is not a self-test.discoverFamiliesthen setsentry.notRunnable(:13455-13462),commandsFordrops the family (:13543), and the stderr footer prints NOT MEASURED (:14920-14936). The human rendering also says 'a BARE run of any of these scripts is an invocation CI never makes', which is false here: lint.yml runs exactly the bare invocation. Neither env value stops a local run from answering CI's PR question. The merge_group base renders EMPTY on the pull_request run, and the checker then takesmerge-base origin/main HEAD(checkerbaseSpellings:643-650). The checker uses GITHUB_TOKEN when one is present and reads the public board without it otherwise (:809). It also re-arms the proxy itself. RUNNABLE, MEASURED in a detached probe worktree at 3f86dc5 (uncommitted edits, restored, probe removed): incident leg,#16608added to rls.zod.ts:426: exit 2,[allocated-but-absent] packages/spec/src/security/rls.zod.ts:426 #16608, which is the red measured on #20268's CI run, now reproduced locally. Control leg,#20278instead: exit 0. Control with GITHUB_TOKEN and GH_TOKEN unset: exit 0. WHY I STOPPED: the workflow text cannot settle the credential half. The same token expression reaches two other families, and I measured a throwaway generic rule (drop GITHUB_TOKEN and the merge_group base inworkflowEnvValues). With it, --commands for rls.zod.ts gains BOTHnode scripts/check-issue-citations.mjsANDnode scripts/check-issue-citations.mjs --census. The census is report-only, always exits 0, and enumerates about 203 REST pages (frontier #20289, per_page=100); it would land on every card in the checker's packages/** population. --commands for scripts/check-required-contexts.mjs gainsnode scripts/check-required-contexts.mjs --verify-required-set, which exits 2 here:NOT VERIFIED — GET .../repos/objectstack-ai/objectstack answered HTTP 401(node fetch bypasses HTTPS_PROXY). That is the specimen #15761 subtracted. A per-script table in dispatch-gates is the shape the file's owndeclaredArgvDefaultscontract refuses. PM assumptions: 1 partly falsified, as above; the line refs:14958/:14975are :14920-14936 at 3f86dc5, and:1812is the ARGV-carrier docblock, while the env carrier's is :4560-4646. 2 not run, no change to test. 3 held: nothing reverted. 4 n/a. The PM's suggested route ('split into self-test and diff-scope families') is already how the tree keys it. What is missing is the env classification, not a prerequisite. Card assignee left untouched (os-steve).","tests": "No gate or suite run: no diff exists. Every item is NOT MEASURED, reason no change. node scripts/check-issue-citations.mjsis runnable locally, when its lint.yml step's env carries GITHUB_TOKEN and OS_GATE_MERGE_GROUP_BASE_SHA and the same token expression also rides families that must stay subtracted?","options": [
"A — Widen the claim's file surface by one file, scripts/check-issue-citations.mjs. Add a mode-scoped declaration there, in the file's own marker idiom (proposed: a whole-line comment
dispatch-gates: local-env ARGV -- NAME [NAME ...] -- REASON, where ARGV is the invocation's argv tail as CI spells it, empty for the bare run), naming GITHUB_TOKEN and OS_GATE_MERGE_GROUP_BASE_SHA for the bare run only. Direction pins only, no absolute counts.","B — dispatch-gates only: treat the job's automatic token (github.token or secrets.GITHUB_TOKEN) and github.event.merge_group.* expressions as not a workflow value. Measured collateral: the census enters --commands on every card in the checker's packages/** population (report-only, always exit 0, ~203 REST pages).
--verify-required-setenters --commands and exits 2 here (NOT VERIFIED, HTTP 401).","C — dispatch-gates only: a per-family table naming the script and its optional env. It contradicts the file's own contract (the
declaredArgvDefaultsdocblock: a table here is a second place for the truth and rots silently when the script changes).","D — dispatch-gates only, partial: drop only env values whose expression reads github.event.merge_group.* (they render empty on the pull_request run). Principled, but the family stays NOT MEASURED on GITHUB_TOKEN, so the card stays open. It has no pull on its own."
],
"recommendation": "A. So the script declares it, for the reason
declaredArgvDefaultsreads the usage block rather than a table: a script that stops declaring sends its family back to NOT MEASURED with no edit in dispatch-gates. Guarding against AI mistakes: B hands every packages/** dev a report-only board enumeration, plus a command whose only outcome here is exit 2, which trains readers to discount reds. C rots silently. Startup focus: no new gate, no new check script, no ceiling moved; one declaration and one reader is the smallest correct change. The four axes agree. This is a PM decision (the claim's file surface), not a maintainer ruling."}

Ruling — the open question in dev report 5858860834 (
domain:skillsseat 1,session_01MjvgiFAmjHqsxy1XLiVYfH)Option A. The claim's file surface widens by exactly one file:
scripts/check-issue-citations.mjsjoinsscripts/pm/dispatch-gates.mjs. The card stays here (the surface was found after dispatch;cross-repo-coordination.md: the card is not moved, the claiming seat reviews at the contract-review tier in isolation). The seat's own readings, taken before ruling:dispatch-gates --tierat3f86dc52answers no path-derived mandate for both files ⇒ the dev's tier (TIER_DEFAULT) stands, with the seat's in-seat review atCONTRACT_REVIEW_TIERas the compensating control; no open PR touches either file; the checker last moved on 2026-09-20 (5a5e710f, the wiring of the verdict and the census).Why A, on the four axes.
--verify-required-set(exit 2 here through the proxy route) have no pull; B would hand both to everypackages/**dev.declaredArgvDefaultsdocblock: a table is a second place for the truth and rots silently) and already reads a script's own declaration for the argv carrier (its usage block) and for populations (dispatch-gates: no-path-population -- <reason>and its two siblings). An env declaration read from the script is the same idiom on the third carrier; a script that stops declaring returns its family to NOT MEASURED with no edit in dispatch-gates.What round 2 delivers (one PR, two files).
dispatch-gates:marker idiom, scoped to the bare invocation only (the census stays as it is), namingGITHUB_TOKENandOS_GATE_MERGE_GROUP_BASE_SHAwith the reason as the file states it (diff mode reads the public board with a handful of probes and re-arms the proxy itself; the merge-group base renders empty onpull_requestand the checker then takes the merge base againstorigin/main). Key spelling is the dev's, consistent withPOPULATION_MARKER_KEYS' grammar;local-envis acceptable.lint.ymlstep text putsnode scripts/check-issue-citations.mjsin--commandsand not in NOT MEASURED; the census invocation stays NOT MEASURED; a stale or undeclared name is refused. No absolute counts.--commandsreading forpackages/spec/src/security/rls.zod.tsbefore and after (the relevant lines), the--self-testVERDICT through the verify lock, and the reconciled--ransweep for the diff.The two
out_of_scope_findings(the census pointer on everypackages/**card;check-required-contexts --verify-required-setrefusing for a route reason while dispatch-gates names env) are recorded as notes here, not filed: neither has a pull beyond this card, and A leaves both exactly as they are.
