Why it waits
A scaffolded, wired picklist validates and builds, and then serves nothing at runtime until #19519 (the runtime reader: resolving picklist into options) lands. Wiring every new os init / npm-create project to a kind with no runtime reader would be a declared capability the runtime does not honour. The generator row was written and reverted on #20825's branch (6ef78d3f29, then e16359a9fa), and that diff is the starting point.

Docs: the generator rows in content/docs/deployment/cli.mdx and packages/cli/README.md.
