Added two new encoders to the Gsmencoder class - a GSM 03.38 to UTF-8 encoder and a UCS-2 to UTF-8 encoder. These helpers will allow people to decode inbound messages encoded with dataCoding == 0 and dataCoding == 8 to UTF-8.
