Bumps .atomic-server-ref from candidate15 (59ddfe7) to candidate16 (38306758f0f5af4eb2624ce18acccceb792b869f).

Candidate16 is candidate15 plus:

  • server-plugin host branches: Fediverse (01c3ff202), Open Cloud Mesh (d18d2f6a2, with the new http.fetches route field), Solid (21ec49767, auth: dpop), and AT Protocol (8ea005acb, request.host). The plugin PRs follow once this merges;
  • Ask the drive for its apps again when a view menu opens (#1846) atomic-server#1904: the Add view menu re-reads the drive's apps, fixing the "New app" race (#1846);
  • authOptional for dpop and atomic routes;
  • #1903: --trusted-proxies / ATOMIC_TRUSTED_PROXIES. Plugin-route URLs no longer follow X-Forwarded-* unless the peer is trusted.

Also in this PR: it removes #210's test.fixme, so the money Money app e2e runs again and serves as the regression check for #1904.

Merge only when atomic-server's CI on 3830675 is green and this PR's CI is green. claude/atomic-plugins-pin is fast-forwarded right before merging.

Candidate16 is candidate15 (59ddfe7) plus the server-plugin host branches
for Fediverse (01c3ff202), Open Cloud Mesh (d18d2f6a2), Solid (21ec49767)
and AT Protocol (8ea005acb), #1904 (the Add view menu re-reads the drive's
apps, fixing the "New app" race behind #1846), authOptional for dpop and
atomic routes, the `fetches` route field, and #1903 (--trusted-proxies).

The Money app e2e, skipped in #210, runs again as the regression check
for #1904.
