At merge head a25ee5b, this conflict resolution reverts the earlier fix and again promises review of every Git-changed file, but generate_diff_in_scope_files omits excluded paths, unsupported extensions, binaries, symlinks, and unreadable/non-file entries before the parent receives the inventory. When delegation is unavailable, the warning can therefore claim coverage for files the scan never assigns; describe the fallback as reviewing every file in the generated diff inventory. The fresh evidence beyond the prior resolved comment is the merge changing the corrected bdeede2 wording back to this broader claim.
