docs: add Docs Toolkit design brief to agent context#924

The epic requires a design brief in .agents/context/ before implementation starts. Captures the goal, non-goals, architecture, and the key decisions from the docs-generator discovery (formats, theming, templates, config, inject mode) so implementation agents share one source of truth.
