Change Request: Support for different time resolutions

Hi all,
this issue comes from necessity as well. Underwater communications are very limited and we are operating with different time frames allowing us to use 6bit or less for time. For example

• minutes since midnight
• hours since beginning of week
  I think the time model is ok if we can define a resolution and an origin (this is implied in the clock)

I am thinking of something like this:
