Newlib 2.4.0 Release

This is the 2.4.0 release of the Newlib. With this release please find pre-compiled Crosscompiler toolchains for different GCC version.

Note: The GCC 6 version is an experimental snapshot.

This is the 2.3.0 release of newlib with OpenRISC specific patches applied that fixed bug afterwards (backport).
