What this PR does / why we need it:

Adds the e2e-test-lifecycle skill to the ci plugin. The skill guides
managing OpenShift Ginkgo e2e test suite membership, lifecycle promotion, and
shard rebalancing using OTE (openshift-tests-extension) labels and Sippy
stability data.

Key concepts the skill encodes:

  • Label-driven suites. Suite membership (Conformance, ACTIVE, STABLE,
    SHARD-NN) is expressed as OTE/Ginkgo labels selected by CEL qualifiers, not
    by [Bracketed] name annotations.
  • Minimal conformance mechanism. Minimal conformance is selected by the
    plain Conformance ginkgo label (the same label upstream Kubernetes uses),
    split parallel/serial by matching [Serial] on name OR label.
  • Inline labeling by default; carry-file for o/k. Repos that own their test
    source apply labels inline at each test's definition; openshift/kubernetes
    uses a centralized carry file so labels survive rebases against upstream.
  • Lifecycle vs. blocking are orthogonal. A test's lifecycle (ACTIVE/
    STABLE) is independent of whether its failures block (Informing()). At
    initialization, every not-yet-stable test is labeled both ACTIVE and
    Informing; graduation to blocking removes Informing while keeping
    ACTIVE. Informing is an explicit per-test signal, never derived from the
    ACTIVE label.
  • Initialization seeds SHARD-01 only. Sharding is a runtime-packing
    decision, not a stability decision. Additional shards are introduced later,
    deliberately, via the rebalancing workflow once real per-test runtimes show a
    shard exceeds its budget — not at initialization.

    Sippy history (few runs → ACTIVE + Informing) and upstream Kubernetes

    STABLE, blocking). No changes to those repos are included here.
  • make update regenerated docs/index.html in full. Besides this skill's
    entry, the regenerated file also picks up pre-existing source-vs-docs drift in
    two unrelated plugins (a Jira issue-type addition and a nudge-prs wording
    change) whose committed docs were stale. These are not changes made by this
    PR; they are make update reconciling already-committed source.

I couldn't understood this , what does older material refers to here ?

- Identify tests in `openshift/conformance` that should migrate to
feature-specific or `active`/`stable` suites
- Rebalance test shards (`stable-01`, `stable-02`, etc.) based on job

Am I understanding it correctly , shouldn't this be duration you are referring to in runtime data , or it uses more values to decide other than test duration ?
