just test now fails when total coverage drops below the target (osapi-justfiles#45). The development guide now says so, names the recipe, and records why osapi sits at 99.9% rather than the organization-wide 100% — nine statements remain uncovered, and the target holds the current level rather than allowing decay.

Lands in development.md rather than CONTRIBUTING.md because osapi has no root CONTRIBUTING.md yet; it moves with the rest when that conversion lands.

Applies specify-code-architecture task 2.11.
