chore: normalize workflow names - #441

stale.yml was a sentence where every other workflow is a short title; commit-lint.yml named a standard rather than its subject. Both now match their file name in title case. Applies specify-workflow-naming tasks 3.a-3.c. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
