docs: remove forward references from drift tasks - #68

CONTRIBUTING requires a task list to carry only its own change's work, because archive verifies every task is checked — a forward reference blocks the change from archiving. Two findings were recorded as tasks that belong to changes not yet written. Move both to design.md, where the archive keeps reasoning.
