A few PRs came across the finish line after the website update in #543

Because the website content update is not automatic, the release tag and artifacts for v2026.08.28 are out of sync with the website. This PR adds those changes.

#551 is drafted to track the automation gap.

The release PR's compiled pages predate ossf#544 ("While active" qualifier
removal and OSPS-GV-03.01 rewording) and ossf#545 (project documentation
wording), so the website shipped stale requirement text. Recompiled with
--artifact-version v2026.08.28 and re-applied the release headers; the
grc.store artifacts were built from the baseline YAML at the tag and
were never affected. Release notes now list the two content changes.

Looks good. Saying criteria only apply "when active" would mean an inactive project wouldn't need to meet any requirement, which is dangerous.
