GitBucket upload was unavailable because no SSH agent key was present; the dev3 CAS URL is temporary

Closing as superseded after the q52 reduction audit.

Kept: the three native Buck product targets (otel-scrape-product, otelite-product, and typescript-api-server-product). Those targets already landed in #1283.

Dropped: this draft's GitHub-release publication path, including the second native publisher and its release-manifest/import assertions. None of that draft-only publication machinery is carried forward.

The kept subset has no remaining diff on top of the current #1301 → #1302 → #1323 stack, so no replacement PR is needed.
