Add the shared open-source GitHub configuration: issue/PR templates, CODEOWNERS, community files, dependency updates, release-note categories, and repository validation. Preserve the Go, release, and Pages workflows and project-specific contribution/security guidance. Require both Repository checks and the existing check job.
Include a preview-first setup script and rulesets requiring pull requests, resolved conversations, and passing checks, with an Always allow bypass specifically for pablousx. Preserve the existing MIT license and application code.
Validation: repository configuration validation and all 9 setup-tool tests pass locally. GitHub PR CI validates the final changes before merging.
