Adds a CLI entrypoint so the cloudwatch tool is callable on the api-rs path, and scopes the grafana tool to *.grafana.net (any Grafana Cloud stack) instead of a hardcoded URL secret.

Two small infra-tool fixes that were riding along on the Discord ingress PR, split out so they can land on their own. One makes the cloudwatch tool callable on the new control-plane path, the other lets the grafana tool talk to any Grafana Cloud stack instead of a single hardcoded one.
