Progress updates filter the owned resume points in place instead of copying them.
Both call sites hash and insert the list's slot post-states through one method.

Adds
SnapSyncSession::advance, which re-anchors a lagging pivot to a newer canonical block. Account coverage and storage progress carry over, so downloads resume at the new root instead of restarting. Catch-up now also applies block access list slot changes to storage persisted ahead of its range, and range commits relying on that storage wait until catch-up reaches the pivot.Related to OSS-751.
