Removes the deprecated
relay_dispatch_queue_size/relay_dispatch_queue_size_typedwell-known keys and migrates all relay-chain writers and parachain readers torelay_dispatch_queue_remaining_capacity, falling back to the full configured queue capacity when the entry is absent.
