One coordinated documentation increment
POLICY_GOVERNANCE_AND_EFFECTIVE_PROFILES_V1, linked to Forge #50 and EP #103.Defines Workspace's Policy & Automation / Beleid & automatisering surface: catalogue, effective-policy explanations, diff/impact, role-aware proposals/decisions, owner activation status and historical evidence. Separates policy, grants, configuration, runtime consumption, invariants and implementation limits. The UI does not become a policy engine, arbitrary workflow designer, executor or credential-bearing administrator of peers.
Adds POL-WC (consumer contracts) and POL-W (real UI after qualified owner contracts) to the canonical roadmap and links the design from the architecture entrypoint. Full policy UI remains off the first machine-canary path. Native Forge release planning, EP assurance and Forge Platform deployment policy retain independent owners.
Scope / evidence
Three Markdown files only. No implementation, UI code, schemas, workflows, versions, runtime state, grants, budgets or credentials changed. Existing SemVer #14 remains untouched and must reconcile its target design separately. Hosted checks will be recorded for this candidate; no local full application suite or installed capability is claimed. No merge or deployment has been performed.
