fix: improve account overview and chart behavior [PERA-4126]

Description

Improves the initial loading behavior of the account overview (the skeleton view now more closely matches the eventual render and there's much less shuffling of content as it loads). It also cleans up the chart loading so that it doesn't resize as you switch time periods and sets the y-axes to a better range so the chart data fills more of the plot area.
