feat(resource): adds http resources for package archives

Allows for pkgs to come from remote sources such as a CRAN pkg source url (https://cran.r-project.org/src/contrib/praise_1.0.0.tar.gz)

To make use of this, the default policy needs to be configured to allow this new type and a few permissions have to be enabled:

  source_resources = list(cran_repo_resource, repo_resource, http_resource), 
  permissions = TRUE  # at least "write", "network" to download and save to disk
))
