Thanks for keeping the changes in a separate commit. Makes the reviewing easier. 🙂
The manual has to be included in source/conf.py (for PDF) and source/bsp/imx8/imx8mp/imx8mp.rst (for HTML).
File is a copy of pd24.1.0_nxp.rst. Since no features are added for the new release, pd24.1.0 manual is a suitable base. Signed-off-by: Yannic Moog <y.moog@phytec.de>

Any reason for dropping the "phyCORE-" part at the beginning? I don't think we support anything else than phyCOREs in that release.
IMHO, you can also drop the "DRAFT" part. The "compatible BSPs" table at the beginning already shows the release being in development.

This PR creates a new release manual (copy from pd24.1.0) for an upcoming minor release and sets basic known parameters.
