Make Pixel Verse live state heartbeat-truthful

What changed

• Project Campus live presence now requires a fresh, exact working heartbeat (TTL 45 seconds).
• Bridge lifecycle history alone no longer activates sprites, counts, routes, or motion.
• All seven persistent residents stay static while idle.
• JARVIS emits atomic, privacy-filtered heartbeats only while the provider process is running.
• Manual role-only Ping remains non-live until a concrete project identity is known.
• Unknown, stale, future, duplicate, conflicting, terminal, or malformed proof fails closed.

Why

The Campus previously treated recent lifecycle rows—including completed work—as live presence, while idle residents still wandered. That made the visualization look active without evidence that an AI process was actually working.

User impact

The dashboard now distinguishes roster/history from real execution. A character moves only when a supported producer supplies fresh proof for the exact canonical project and responsible agent. Codex desktop tasks that do not emit this contract remain intentionally invisible.

• Full builder suite: 185/185 PASS
• Department Campus suite: 102/102 PASS
• Live-truth contract: 11/11 PASS
• Pipeline/roster subset: 50/50 PASS
• Python compile, Node syntax, zsh syntax, git diff --check: PASS
• Local browser smoke: desktop 1440px and mobile 390px, no horizontal overflow; all seven idle residents static
• Pipeline process smoke: normal completion and SIGINT cleanup leave no provider temp residue; missing heartbeat identity leaves storage byte-identical

No merge, production deploy, or restart is included.

Pixel Verse Campus now marks agents live only from a fresh exact working heartbeat; lifecycle history and manual role-only Ping no longer fabricate activity. Idle residents remain static.
