Compiles CycloneDDS with security enabled. CI now grabs OpenSSL as a dependency.
Security can be used by setting the
CYCLONEDDS_URIenvironment variable to the path of a configuration XML. See the documentation for details. Security will not actually be used by default unless a configuration is set that explicitly uses it, so this will not constitute a breaking change.Verified that CI builds and passes all tests on Windows and Linux. Also verified that security works in a separate project using this library.
