This PR completes Bank 41 (Task 3.2.1) by ensuring a stable and production-ready Argo CD installation in the Dev EKS cluster.
Argo CD had previously been installed manually during an earlier task, which caused controller conflicts when the official upgrade manifest was applied. To resolve this, a clean and controlled reinstallation was performed following best practices.
