Do a big refactor on the checkers, now that they've gotten more complex. This makes things very modular for future new checkers.
Updates the
copyrightchecker to be configurable to use any SPDX-known license. This'll let us use this on our open source packages by usingApache-2.0etc instead of automatically applying the Proprietary license.
