Committing work-in-progress. This looks good. Factorization needs to be manually downloaded, otherwise ant works.
You'll have to modify UE to remove the thermal expansion stuff. Or fix this to support thermal expansion. Your pick.

Look. I can't get UE to build/link/do anything other than sit there and look at me stupidly. Disabling so it will at least run alongside UE without throwing a rod.

Hiya. I ported PowerConverters to 1.6.4. The only thing that didn't make the conversion was UE, but that can be re-added. This links against the newest IC2, BC, and Factorization. Hope it is acceptable.
